Zimbabwe Breaks Ground on New ZIMRA Headquarters as Authority Secures ISO 9001:2015 Certification

Zimbabwe marked a significant step in modernizing its public revenue infrastructure with the groundbreaking of the new Zimbabwe Revenue Authority (ZIMRA) headquarters at Mt Pleasant Business Park, an event officiated by Finance Minister Prof. Mthuli Ncube. The ceremony also featured the handover of ZIMRA’s ISO 9001:2015 certification, placing the authority among a select group of revenue administrations in Africa to meet the internationally recognised standard for quality management systems.

Ncube said the new facility is expected to strengthen ZIMRA’s capacity to mobilize revenue and support national development priorities, noting that efficient tax administration remains central to the country’s economic reform agenda. He described the ISO certification as evidence of ZIMRA’s commitment to professionalism, efficiency, and continuous institutional improvement.

ZIMRA Board Chairperson Anthony Mandiwanza told stakeholders that the planned headquarters will incorporate eco-friendly, energy-efficient, and digitally enabled systems designed to enhance operational performance. He said the infrastructure upgrade forms part of a broader modernization effort to build a responsive, technologically advanced tax authority capable of meeting the demands of a rapidly evolving economy.

Commissioner-General Regina Chinamasa highlighted the transformative impact of the certification process, noting that independent assessments have motivated staff to elevate service standards across the institution. She said the new headquarters will complement ongoing internal reforms aimed at improving tax compliance, strengthening revenue mobilization, and supporting national fiscal stability.

The dual milestone—construction of the new head office and attainment of ISO 9001:2015—signals continued progress in aligning Zimbabwe’s revenue administration with global best practices. It also reinforces government efforts to build institutions capable of meeting Vision 2030 targets for economic modernization and sustainable growth.
